Mid-Term Evaluation of Teaching at the Right Level (TaRL) program

The Teaching at the Right Level (TaRL) Programme is an evidence-based remedial education initiative designed to address accumulated learning gaps in foundational Arabic literacy and numeracy among upper primary school children. The programme applies an innovative learner-centered approach by assessing each child's actual learning level and grouping children according to their competencies rather than their grade level. This methodology enables targeted instruction that responds to learners' individual needs and accelerates improvements in foundational skills.

The programme is implemented through a partnership between the Sawiris Foundation for Social Development (SFSD) as the funding partner and Pratham as the methodology owner and technical partner, in collaboration with the implementing partners: Kheir w Baraka and New Woman Association in Sohag, and the Childhood and Development Association in Assiut. Running from August 2024 to July 2026, the project aims to improve foundational literacy and numeracy skills for 10,000 children, while building the capacities of 400 volunteers and 65 trainers, laying the foundation for scaling up the TaRL model in other governorates across Egypt. 

As part of the project's commitment to continuous learning and adaptive management, ICTC Training & Consultancy conducted the programme's Mid-Term Evaluation to assess progress toward planned results, evaluate implementation quality, identify strengths and operational challenges, capture lessons learned, and provide practical recommendations to strengthen implementation during the remaining project period and support future scale-up and sustainability.

The evaluation adopted a mixed-methods approach combining quantitative and qualitative research tools, including surveys, in-depth interviews, focus group discussions, and classroom observations. This comprehensive methodology generated robust evidence on programme performance and informed actionable recommendations that support evidence-based decision-making and continuous improvement in education programming.
