ICTC Training & Consulting Participates in the Dissemination of the Mid-Term Evaluation Findings for the Teaching at the Right Level (TaRL) Programme

A productive dissemination session highlighting evaluation findings and recommendations to strengthen programme implementation.

ICTC Training & Consulting participated in the dissemination session of the Mid-Term Evaluation of the Teaching at the Right Level (TaRL) Programme, organized by the Sawiris Foundation for Social Development to present key findings and recommendations.

ICTC Training & Consulting is proud to be part of a continuous journey of learning, knowledge sharing, and improvement. We were pleased to participate in the dissemination session of the Mid-Term Evaluation of the Teaching at the Right Level (TaRL) Programme, held on 7 July 2026 at the headquarters of the Sawiris Foundation for Social Development (SFSD). The session was organized as part of the Foundation's commitment to promoting evidence-based learning and fostering continuous improvement across its education programmes. The Teaching at the Right Level (TaRL) Programme is an innovative remedial education initiative designed to address learning gaps in foundational Arabic literacy and numeracy among primary school children. The programme adopts a learner-centered approach by assessing each child's actual learning level and grouping learners based on their competencies rather than their grade level, enabling more effective and targeted learning. The programme is implemented through a partnership between the Sawiris Foundation for Social Development (SFSD) as the funding partner, Pratham as the methodology owner and technical partner, and the implementing partners: the Childhood and Development Association in Assiut, and Kheir w Baraka and New Woman Association in Sohag. The project aims to improve foundational learning outcomes for 10,000 children, while building the capacities of 400 volunteers and 65 trainers to support the future expansion of the TaRL model. As part of the Mid-Term Evaluation, ICTC Training & Consulting applied a comprehensive mixed-methods evaluation approach combining quantitative and qualitative research tools, including surveys, focus group discussions, classroom observations, and in-depth interviews. The evaluation assessed implementation quality, measured progress toward planned outcomes, identified strengths and operational challenges, captured key lessons learned, and developed practical recommendations to enhance programme performance during the remaining implementation period. The dissemination session brought together the Foundation's Education and Evaluation teams, including Dr. Nahed Yousry, Head of Programmes; Eman El Rashidy, Head of Education and Scholarships Sector; Nancy El Amir, Education Programmes Manager; Heba Alawi, Senior Education Programme Officer; and Mohamed Moussa, Evaluation Manager. The session was also attended by Mr. Ahmed Ismail, Executive Director of Kheir w Baraka Association and the New Woman Foundation, and Ms. Nesmat El Qousy, Executive Director of the Childhood and Development Association. Representing ICTC Training & Consulting were Dr. Nashwa Ayoub, Chairperson and Chief Executive Officer, Dr. Mona Hussein, Monitoring and Evaluation Consultant, along with ICTC's evaluation team and project coordinators. The meeting provided an excellent opportunity to discuss the evaluation findings and practical recommendations. We were particularly pleased to see that the Sawiris Foundation for Social Development has already begun translating several of the evaluation recommendations into concrete implementation measures, reflecting its strong commitment to evidence-based decision-making, adaptive management, and continuous programme improvement. At ICTC Training & Consulting, we believe that evaluation is far more than a measurement exercise—it is a strategic tool for learning, accountability, and improving development outcomes.
