Final Evaluation of the “Strengthening Women’s Rights Movements within the Women, Peace and Security (WPS) Agenda” Project

ICTC for Training and Consulting is conducting the final evaluation of the “Strengthening Women’s Rights Movements within the Women, Peace and Security (WPS) Agenda” project on behalf of CARE Egypt Foundation for Development, under a contract signed on April 1st.


Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through CARE Deutschland, the project is implemented across Egypt, Iraq, and South Sudan from July 2022 to December 2025. The project aims to strengthen women’s rights movements and enable marginalized women and girls to participate effectively in decision-making processes and advocate for their rights within the Women, Peace and Security framework.


In Egypt, the project directly targets 11 women’s rights organizations, 52 staff members, representatives, and volunteers, 500 marginalized women and girls, and 30 decision-makers at both national and governorate levels. Indirectly, the project seeks to reach approximately 5,000 individuals, of whom 65% are women and girls. Activities are implemented across Cairo, Giza, Qalyubia, Assiut, and Sohag governorates.


The project focuses on three key outcomes: strengthening the institutional capacities of women’s rights organizations, increasing the participation of women and girls in advocacy and decision-making processes, and enhancing networks and alliances working on the Women, Peace and Security agenda. Key interventions include capacity-building programs, mentoring and coaching, resource mobilization support, advocacy initiatives, strategic planning, and cross-country knowledge exchange among participating organizations.


As part of this assignment, ICTC is leading the final evaluation to assess the project’s effectiveness, achievements, and impact; identify success factors and implementation challenges; and generate evidence-based lessons learned and recommendations to inform future programming and strengthen civil society engagement in advancing the Women, Peace and Security agenda in Egypt.
